The people never left; they just moved into temporary quarters inside 
the Keep itself. The non-Euclidean architecture gives the Keep an 
essentially unlimited capacity for storing people; the only reasons more 
people didn't live inside before the Winter Assault was because, well, a 
lot of people prefer to have sky overhead, fresh air coming through the 
windows and a place that they can call their own.

Well, that, and Steward Thalberg probably charges people rent to live in 
the Keep. :)

The rebuilding was fast, no doubt, but Metamor brought in workers from 
around the Valley to aid in the reconstruction efforts. It's likely that 
everything will have sort of a ramshackle look for a while, but with the 
Keep as a fallback place of residence, there's no danger of people 
abandoning their homes.

As for water, it's been established before that the Keep has hot and 
cold running water, fed by an unknown natural water source deep beneath 
the Keep. Nobody knows exactly where the water comes from -- possibly an 
aquifer, possibly an underground lake -- but Kyia has kept the water 
flowing via magical pumps for thousands of years without interruption. 
Metamor likewise has a sewage system that carries away waste from the 
Keep and the town (though not from Euper) -- again, Kyia takes care of 
the details of processing it. With an essentially inexhaustible mana 
spring under the Keep, she's got the juice to take care of things like that.
