One of things we can do is set aside a royalty fund for Cope... After making a legit, documented effort to contact him.
It's a not uncommon method for anthologies of early 20th century works. We would just need a statement in the forward letting peeps know and letting Cope know how to contact us.

One really big hurdle is Copernicus - the creator. He long ago (at least 20 years ago) left the community. He dd appoint me in charge.
Anyone have any idea how to0 contact him?

That is correct. Despite the stories readily available to read for free
online, the rights to the stories are still held by their individual
authors, as they are the ones listed to have written the stories. As
such any project that involves their works must get their written
approval for it, and they must be made aware of the anything related to
the project and their work, such as if there's a plan to make a profit
off of the project, or if it'll be translated.
I've read stories related to the gaming emulation community where one
developer of an Open Source program was approached by a large company,
they paid that one person money for the rights to be able to sell said
program. None of the other developers were ever notified about this,
which was required, and it led to a large legal battle which ended up
having all the other developers blacklist that one for his illegal
actions, and move all their work to another project and let the old one
just die from lack of support and maintenance. It even led the company
to cancel their project due to them not legally having the rights to
sell and distribute, as not all of the developers were notified or
received any money for their work.
In that case, and maybe in this one too, it would be difficult to get
all the creators permission, because you have to track down every person
who wrote the stories you want to include, and get their written
permission. Some may have left the community and their most recent
contact information is no longer valid. Some may have left this mortal
coil, in which case you'd have to either contact their immediate family
or their estate, and hope they will do what the author would have done.
Any story where there were more than one author, you might be able to
get away with getting permission from just one, however you would have
to be prepared to give the other author(s) the same that you offered the
first one, in case they became aware of what happened and are wanting to
know why they weren't asked as well.
