I am not sure who would be to the Duchess' left beyond Malger. As this would be a council session and not the seating used during a court dinner rank may play less a roll than geographic proximity (people whose land is near to one another would sit near one another), leaving Malger's position solely diplomatic as he holds no land in Metamor and speaks purely in the role of diplomat. Murikeer's land is a pittance but he is the Duke's chief adviser concerning Magic within the land - eschewing any guilds (all speak through Murikeer as he is guildless and objective).
