Julian's guild is not in Euper, but Metamor, though they restrict 
their activity to foreign merchants who come into the city to do 
business.  I think that given the vulnerable nature of Euper, many 
merchants would be willing to pay the higher prices for lodgings in 
the city.  In fact, I've  introduced a few Inns that cater to such 
folk (the Shoeshine Inn is one such example, introduced in Wagging 
Tongues Will).  And yes, I set that particular Inn in a district that 
did not get torched during the Assault!

It's a good starting point to begin with.  I rather like many of the 
prescriptions, although I would tihnk some of the punishments might 
be extended tours of duty in the more dangerous parts of the 
Keep.  We already know the Keep has a dungeon for holding prisoners 
while they await trial.

I will say this though, I never thought I'd be flabbergasted at the 
level of discussion on the MK list.  You guys need to slow down just 
a tad so I can keep up and contribute! ;-)
